Chaos House Rules

Decisions & Appeals: I
am the GM. I am almost always right. If I am not right,
there are ways to deal with it. Writing me privately,
explaining how I made a mistake, and backing up your
position -- with examples, rules, or forwarding me copies
of your orders -- is the way to do it. If I decide
against you again, you may request a vote on the options.
(See Voting, below.) If that doesn't work in your favour,
I'm sorry.
Extensions: Deadlines
are always negotiable -- before the deadline. I'll even
accept requests for extensions hours -- maybe even
minutes (if I get them in time) -- before the deadline.
But never after a deadline. Once a deadline has passed,
we're in Grace Period, and no extensions will be given.
N*Rs: If you miss a
deadline, you will have 24 hours to get me a set of
orders in; if not, you will NMR/NAR/NRR (whatever it may
be at the time). Two NMRs in a row will mean that you
will be replaced. Three NMRs total mean that you will be
replaced. (NRRs & NARs do not count toward this.)
(NMR: No Move Received, units hold; NRR: No Retreat
Received, units disband; NAR: No Adjustments Received, as
follows; NBR: No Builds Received, builds waived; NDR: No
Disbands Received, furthest unit from home centers by
unit movement, shortest route possible, shortest convoys
necessary counting as an extra one, fleets before armies,
alphabetical order if tied.)
Replacements: I reserve
the right to seek or not seek Replacements, as I see fit.
You may always appeal my decision. Any replacement will
be given the opportunity to turn in the next set of
orders, and will have a clean slate. Players who already
played in the game may not replace, except (a) when
they're taking over their old position (ie, they went
away for a bit, and are coming back), with the consent of
the current player, and (b) if all players vote to allow
it (see below).
Subjects: Your subject
heading should be in the following style: ### -- Country
Type -- Season Year. For example, 123 -- New York
Adjustments -- Winter 1999. I will
accept orders that do not follow this, however, if I
misplace them, I do not take responsibility. I get a lot
of mail, and this is how I sort them.
Non-Broadcast Press: I
prefer not to be included in any communications between
players, unless its absolutely necessary.
Broadcast Press: I will
include any press, White, Grey, or Black, with the
Adjudications, if I receive them. For those not aware,
White means that your identity will be attached; Grey
means that it will be considered Anonymous; and Black
means that
Orders: I accept orders
of just about any caliber, as long as they follow this
basic rule: An Order, no matter how badly written, that
means only one thing, must be allowed. I've even accepted
orders using descriptions of what territories the pieces
were going to, because the guy couldn't remember the
names of them off the top of his head. Unit types are
nice, but ignored (except as noted below). Nationalities
are nice, but ignored. Only three things are important:
Which unit is doing something, what it is doing, and what
it is doing it to. If you use abbreviations, be careful;
if you misspell the abbreviation, and it means something
else -- Ber instead of Bur, Hel instead of Hol, Pic
instead of Pie, etc -- I /will/ use it, no matter how
little sense it makes, because it means one thing.
If you have only one unit in Norway/Norwegian Sea/North
Sea/North Atlantic/North Africa, then feel free to order
"Nor." But if there's more than one Nor
possible -- F Edi - Nor, for example -- then I will
consider it a misorder.
Convoys: Units being
convoyed do not have to include their path, only their
starting province and their ending province (example: A
London - Belgium). If multiple paths are possible (F
English Channel C London - Belgium, F North Sea C London
- Belgium), the convoy will succeed unless all
possible paths are disrupted. If a path is included,
and it is disrupted, and another path exists, then that
path will use. Involuntary convoys are allowed.
Coasts: Coasts are only
necessary if moving to a province where either coast is
possible. Specifically, F Mid-Atlantic Ocean - Spain, F
Portugal - Spain, and F Constantinople - Bulgaria. If no
coast is included, and only one coast can be meant, that
coast will be used (F Norway - St Petersburg). If a coast
is included, and it is the /wrong/ coast, then it is a
misorder. If the order is a support order, no coasts are
necessary, and any coasts included will be ignored, no
matter what.
Misorders: Keeping the
above in mind, its very difficult to have a misorder with
me. Ordering something with invalid abbreviations is one
way. Ordering something to the wrong coastr is a second.
Ordering something twice is another. However, if you
order a unit twice, and use two different unit
designations -- F London - English Channel, A London -
Wales is a common one -- then I will use the order with
the correct one (F London - English Channel, in
the example). If you use the same designation for both
orders, the unit will Hold. Period.
Misorder Notification: I
have started notifying people of Misorders received.
However, if I do not have a new set of orders by the time
I adjudicate, I will use the misorders. No ifs, ands, or
buts. And, unless otherwise noted, all misorders will be
published.
Deadline Notification: I
usually notify people 24 hours or so ahead of time, that
a deadline is coming. I will either notify individuals
who have not gotten me orders, or the entire group in
general (tho I won't tell anyone other than the
individual that I don't have orders for them). If I fail
to do so, that is not an excuse for being late.
Finality of Orders: You
may mark orders as "Final," or when Deadline
comes, all orders received are considered
"Final." You may still change your
orders; Final means that I may adjudicate with them. If
the Deadline has passed, and I have not yet Adjudicated,
you may try to change them, but if I adjudicate before
I've received them, they do not count.
Voting, 2 choices: If a
vote is proposed, where the options can be narrowed down
to two choices, it will be put in terms of a Yes or No
choice, my wording of the proposal. The No choice will
always be the "status quo" option, either my
ruling in the case of an appeal, or Play On in the case
of a Draw or Concession. All surviving players are
eligible to vote. Any votes not received by the deadline
-- No Grace Periods -- count as Abstentions. A Single No
vote will stop the proposal. If a majority vote Yes, with
no No votes, then the Proposal passes.
Voting, 3 choices: If a
vote is proposed with multiple choices -- or if multiple
Draw/Concession votes are called for -- then similar
rules stand. You may vote "No" or
"Yes" to each option, and for every
"Yes" must assign a priority to it (1, 2, 3,
etc; no skipping numbers; 1 being highest priority). Any
options that receive No votes fail, period. The Option
with the most Yes votes passes. In case of a tie, the
option with the lowest priority score (as determined by
me) will win. If there's still a tie, there will be a
runoff.
Voting, Deadlines &
Announcements: In the case of Draw &
Concession votes, I will announce the proposals with the
next set of Adjudications, and the following Deadline
will be the vote deadline; ie, if you propose votes after
I've done the Spring Moves, but before I've done the
Retreats, they will be announced with the Retreats, and
have a Deadline of the Fall Moves. In the case of Runoffs
and Appeals, I will announce the votes, and they will
have a 48 hour (ignoring weekends) deadline.
Draws & Stalemates: Draws
may be DIAS or Non-DIAS, as requested by the proposer.
Also, the GM may declare a Draw if the game reaches a
stalemate position for 3 consecutive years; if no centers
are exchanged over a three year period, then the position
will be considered static, and a DIAS will be declared.
Maps & Positions: If
there is a difference between what the Map for the Game
shows, and what I write the positions to be, the written
word goes, not the map. I try to double-check
everything, but if you catch any errors, and fail to
bring them to my attention, that is your problem, not
mine.
Amendments: I reserve
the right to add or alter these house rules as necessary.
You will be notified of any changes made, and how they
affect your game. I also reserve the right to not have a
rule change affect your game, if in my opinion it may
change anything negatively; and if you feel something I
decide regarding this is wrong, you may always appeal.
HOUSE RULE ADDENDUM
- This game will be NMR-allowed. I will not replace anyone who NMRs
repeatedly; they will be allowed to go into Civil Disorder. However, any who
do so will not be given credit for DipKnight purposes, and any who NMR more
than once to the end of their play-time will be considered abandoned for
those same purposes.
- Each player will have 1 week of extension to start. You must use it all
at once, though such may be "shared" (ie, you may call an extension for
someone else's need, if they've already used theirs). If more than one
player requests extension, the one with fewer SCs will be charged. Proxies
will also be allowed.
- There will be one year per fortnight. Reminders will be sent Mondays.
Moves will be done on Tuesdays. Retreats on Wednesdays. Builds on
Thursdays. All will be after midnight GMT. No Grace Periods.
- There will be an Egroups list devoted to this game. I am making it as I

- Draw & Concession Votes:
There will be three types of Votes:
- Concessions to a Single power.
- DIAS Draws (all powers currently surviving)
- Non-DIAS Draws.
The first two will be as covered with my rules. The third will be handled
similar to the Judges, as described in
http://devel.diplom.org/Email/judge/draws.html:
- Each player votes for the powers they feel should be part of the draw.
- A Vote of "No" will defeat the vote, unless the game is conceded to that
person as a result of the following.
- A vote including the voter requires that the voter be part of the
drawlist, or else the draw fails. A vote not including the voter will allow
that person to be excluded from the drawlist.
- The drawlist will contain any who are voted on by all participants (except
themselves, who may be added to the draw)
Example:
Poland, Ukraine, Italy, Egypt, and Spain are in a game which is NoDIAS.
The votes:
P: PUIE
S: UIE
E: PUIE
I: PUE
U: PUIE
U & E are voted on by all parties. I is also voted on by all parties but
himself. S is not voted on by any parties -- not even himself. However, P
is voted on by himself, but not all parties (excluded by S). Therefore draw
fails.
If instead Spain votes: PUIE then the 4-way draw succeeds.
However, if Spain votes: PUE then only a 3-way draw succeeds.
